Mr. Palestina rated ASRC Gulf States Constructors (AGSC) as Exceptional in five out of six categories for the 2008-2009 performance period for its work at National Strategic Petroleum Reserve project sites. Referring to the Quality of Product or Service assessment category, Mr. Palestina noted:
“AGSC personnel are dedicated to quality construction and have ensured designs are executed per approved design specifications and drawings.”
Referring to the Cost Control assessment category, Mr. Palestina noted:
“AGSC personnel are diligent in their efforts to control cost and in some cases have executed projects significantly below the government estimate. AGSC personnel are constantly exploring ways to save the Government funding.”
Referring to the Recommendation assessment category, Mr. Palestina noted:
“Given what I know today about the Contractor’s ability to execute what they promised in their proposal, I definitely would award to them today given that I had a choice.”
On January 6, 2009, AGSC received recognition from The Under Secretary of Energy, for exemplary safety performance during five years of program management in support of the Department of Energy’s National Strategic Petroleum Reserve.
